How Is The Sewer Bill Figured?

Your sewer bill has up to 3 parts:

2) WATER USAGE FEE (connections with water usage) – Covers the costs to collect and to treat the wastewater. These include costs such as operating the treatment facilities, cleaning the collection systems, repairing the facilities and sewer lines, lab work, payroll for the field crew and other operational and maintenance costs. The volume charge is the same for all rates and all types of systems.

Average Water Usage (Current Customers): The volume charge is applied to your average water usage found for your home or business.  Each spring, the Sewer District reviews the actual water usage reflected on your January, February and March water bill (note that commercial accounts and “snow bird” accounts will use a 12 month average instead of using these three winter months). These three months are averaged and this average is used until the water usage data is reviewed the following year. We assume that most of the water that comes out of your kitchen, bath and laundry room is going down the drain and into the sanitary sewer system for treatment.  We use winter months to determine your water usage average so you are not being charged for watering your lawn, washing your car or filling your pool in the summer. The annual water usage update takes effect on the June billing statement every year. If your bill increases on your June billing, your water usage went up from what was averaged in the previous winter. If your bill decreases, your average usage went down.

Average Water Usage (New Customers): The volume charge is based on 5,000 gallons of water per month. The 5,000 gallons is a county-wide average applied to new billings since we do not have a history of water usage for a new customer in a new home. We are happy to obtain actual usages for our new customers. After you receive three full months of water bills, simply call our office and ask us to review your water usage. We will call your water provider and get your water usage data, average the three months usage and use that average until the next water usage update the following spring. If your actual water usage average is less than 5,000 gallons per month, we will adjust your bill and apply up to six months credit equal to the difference between the new customer charge and your adjusted actual water usage rate.

New Customer’s First Bill: Rather than charge a deposit, the Sewer District bills one month in advance. This first bill covers service from your connect date up to and including one month beyond your billing date. In other words, you are being billed for a partial month plus at least one full month of service. (Please note “# Days” on the billing statement.) Your next bill will cover one month only.

Vacant PropertiesIf a property is vacant and the water usage is minimal, we do not add a volume charge to the billing. Please call the office if we are charging you for water usage on a vacant rental unit or home.

Other Water Usage AdjustmentsIf you experience a leak or other event that drastically affects your water usage in the winter months, please call our office. If it is justified, we can substitute a different month’s usage for the one that was inflated. Or if, throughout the year, you experience a dramatic change in your water usage due to changes such as fewer occupants in your household or new plumbing fixtures, give us a call, and we will adjust your average usage. Again we will want to use a three-month average, so if you experience a change in your water bill, give us a call after three months of reduced or increased water billings so we can get an accurate average.


3) SURCHARGE (pressurized systems only) – 
Pressurized systems cost more to operate and maintain than systems served by a gravity sewer line. The additional surcharge on pressurized systems covers the cost of replacing pumps, electrical controls and float switches, cleaning pump screens and pumping septic tanks and other maintenance. The surcharge varies depending on the type of pump and/or the location of the septic tank. The amount of the surcharge is determined by the type of pressurized system pump installed.  There is no surcharge on pressurized systems where the homeowner is responsible for the upkeep of the pump and/or septic tank.  

 

Your Sewer Bill is Included on your Boone Electric Cooperative Bill
For your convenience, the sewer bill is included on your Boone Electric Cooperative statement.

Past Due Accounts
A 2% administrative fee is charged on accounts that are past due. If a sewer account is submitted to a collection agency, a fee to cover the collection agency’s charges will be added to the past due sewer billing.

Sewer service is available to any customer located within any of the District’s service areas where centralized sewage collection and treatment are provided by conventional gravity flow sewer mains and treatment facilities constructed and operated to serve a subdivision or individual area.

CHARACTER OF SERVICE
The District will maintain and service all the collector mains and treatment facilities that have been dedicated to the District. The customer is responsible for the service lateral from the home or business to the main, including the point of connection (tap) with the main.

MONTHLY RATE
The monthly billing will be a $27.65 base service fee plus $8.50 per 1000 gallons of water used as determined by an average of the water used during the months of January, February and March.

BILLING
Bill will be rendered to customers on a monthly basis in advance. Bills are based on water consumption and shall be computed from the number of gallons used on water meter readings as obtained from the water providers. Water usage figures will be reviewed annually. 

New customers beginning service will be billed the average bill throughout the District. Upon customer request and after receipt of water usage from the customer’s water provider, new customers may have charges figured on first three full months of actual water usage. In the event water usage is not available or cannot be obtained, the customer will be billed the average bill throughout the District.

Any account remaining unpaid one (1) day after the due date shall be considered delinquent and subject to a two percent (2%) penalty charge. Any account remaining unpaid after two (2) months may be subject to disconnection of water service, transfer of billing to landlord, or shall be subject to Section 204.455 RSMo relating to liens being placed upon the property where services were provided.

RATE SCHEDULE “B”  DATE TO BE EFFECTIVE: July 1, 2023 Billing

AVAILABILITY
Sewer service is available to any customer located within any of the District’s service areas where the centralized sewage collection and treatment are provided by Septic Tank Effluent Pumps (STEP), specifically a centrifugal effluent pump, and pressurized sewer mains constructed to District specification and pumped to existing gravity flow sewer mains and/or treatment facilities constructed and operated to serve a subdivision or individual area.

CHARACTER OF SERVICE
The District will maintain and service all collector mains, treatment facilities, septic tanks and pumps. The septic tank will be cleaned on a periodic basis as  required and the effluent pump will be maintained and replaced as required by District. The service lateral from the customer’s home to the septic tank, the septic tank, the pipe between the structure of the septic tank and the pump well, and the pump well structure shall remain the responsibility of the customer.

MONTHLY RATE
The monthly billing will include a STEP surcharge of $17.95, plus $27.65 base service fee, plus $8.50 per every 1000 gallons water used as determined by an average of the water used during the months of January, February and March.

BILLING
Bill will be rendered to customers on a monthly basis in advance. Bills are based on water consumption and shall be computed from the number of gallons used on water meter readings as obtained from the water providers. Water usage figures will be reviewed annually. New customers beginning service will be billed the average bill throughout the District. Upon customer request and after receipt of water usage from the customer’s water provider, new customers may have charges figured on first three full months of actual water usage. Sewer service is available to any customer located within any of the District’s service areas where the centralized sewage collection and treatment are provided by Septic Tank Effluent Pumps (STEP) and pressurized sewer mains constructed to District specification and pumped to existing gravity flow sewer mains and/or treatment facilities constructed and operated to serve a subdivision or individual area.

CHARACTER OF SERVICE
The District will maintain and service all collector mains and treatment facilities that have been dedicated to the District. The customer shall be responsible for the operation and maintenance of the septic tank, the effluent pump, the service lateral from the Customer’s home to the septic tank, the pipe between the structure of the septic tank and the pump well, the pump well structure, and the pressure service line to the pressurized sewer main.

MONTHLY RATE
The monthly billing will include a $27.65 base service fee plus $8.50 per 1000 gallons water used as determined by an average of the water used during the months of January, February and March.

BILLING
Bill will be rendered to customers on a monthly basis in advance. Bills are based on water consumption and shall be computed from the number of gallons used on water meter readings as obtained from the water providers. Water usage figures will be reviewed annually.

AVAILABILITY
Sewer service is available to any customer located within any of the District’s service areas where the centralized sewage collection and treatment is provided by a septic tank and small diameter variable grade (SDVG) gravity sewer mains constructed to District specification which are then connected to existing gravity flow sewer mains and/or treatment facilities constructed and operated to serve a subdivision or individual area.

CHARACTER OF SERVICE
The District will maintain and service all collector mains and treatment facilities. The septic tank will be cleaned on a periodic basis as required. The service lateral from the customer’s home to the septic tank and the septic tank shall remain the responsibility of the customer.

MONTHLY RATE
The monthly billing will include a SDVG surcharge of $8.70, plus $27.65 base service fee, plus $8.50 per every 1000 gallons of water as determined by an average of the water used during the months of January, February and March.

BILLING
Bill will be rendered to customers on a monthly basis in advance. Bills are based on water consumption and shall be computed from the number of gallons used
on water meter readings as obtained from the water providers. Water usage figures will be reviewed annually. 

New customers beginning service will be billed the average bill throughout the District. Upon customer request and after receipt of water usage from the customer’s water provider, new customers may have charges figured on first three full months of actual water usage. In the event water usage is not available or cannot be obtained, the customer will be billed the average bill throughout the District.

AVAILABILITY
Sewer service is available to any Customer located within any of the District’s service areas where the centralized sewage collection and treatment are provided by Septic Tank Effluent Pumps (STEP), specifically a high head turbine effluent pump, and pressurized sewer mains constructed to District specification and pumped to existing gravity flow sewer mains and/or treatment facilities constructed and operated to serve a subdivision or individual area.

CHARACTER OF SERVICE
The District will maintain and service all collector mains, treatment facilities, septic tanks and pump. The septic tank will be cleaned on a periodic basis as required and the effluent pump will be maintained and replaced as required by District. The service lateral from the Customer’s home to the septic tank, the septic tank, the pipe between the structure of the septic tank and the pump well, and the pump well structure shall remain the responsibility of the Customer.

MONTHLY RATE
The monthly billing will include a STEP surcharge of $20.15, plus $27.65 base service fee, plus $8.50 per every 1000 gallons water used as determined by an average of the water used during the months of January, February and March.

BILLING
Bill will be rendered to customers on a monthly basis in advance. Bills are based on water consumption and shall be computed from the number of gallons used
on water meter readings as obtained from the water providers. Water usage figures will be reviewed annually. 

New customers beginning service will be billed the average bill throughout the District. Upon customer request and after receipt of water usage from the customer’s water provider, new customers may have charges figured on first three full months of actual water usage. In the event water usage is not available or cannot be obtained, the customer will be billed the average bill throughout the District.

Sewer service is available to any customer located within any of the District’s service areas where the centralized sewage collection and treatment are provided by a Grinder Pump and pressurized sewer mains constructed to District specification and pumped to existing gravity flow sewer mains and/or treatment facilities constructed and operated to serve a subdivision or individual area.

CHARACTER OF SERVICE
The District will maintain and service all collector mains, treatment facilities, and grinder pumps. The service lateral from the customer’s home to the wet well and the wet well structure shall remain the responsibility of the customer.

MONTHLY RATE
The monthly billing will include a surcharge of $21.95, plus $27.65 base service fee, plus $8.50 per every 1000 gallons water used as determined by an average of the water used during the months of January, February and March.

BILLING
Bill will be rendered to customers on a monthly basis in advance. Bills are based on water consumption and shall be computed from the number of gallons used on water meter readings as obtained from the water providers. Water usage figures will be reviewed annually.

New customers beginning service will be billed the average bill throughout the District. The District will maintain and service all collector mains and treatment facilities that have been dedicated to the District. The customer shall be responsible for the operation and maintenance of the grinder pump, the service lateral from the customer’s home to the wet well, the wet well structure, and the pressure service line to the pressurized sewer main.

MONTHLY RATE
The monthly billing will include a $27.65 base service fee plus $8.50 per  1000 gallons water used as determined by an average of the water used during the months of January, February and March.
